# LIB2-140 — The selected neutrino rung is a below-floor edge target, not a mass relation

## Statement

The selected rung R2 = 1/(ϕ⁴ − 1) = 0.17082, whose square is 0.02918, is typed as a Δm²21/Δm²31 ratio prediction with m1 = 0 asserted (R144): a JUNO-decidable falsifier that stands only under normal ordering and m1 ≲ 1 meV. Its earlier typing as a below-floor edge target is superseded.

## Caution

The edge does not predict equality with a physical mass ratio or derive normal ordering, the rung assignment or the absolute neutrino mass scale.

## Primary source

Paper 5, §2, Two readings, one family: selected rung, PDF p.84: "at d = 2, mν2 /mν3 = R2 = 1/(ϕ4 − 1) = 0.17082, so the ratio channel reads R22 = 0.02918 against"
