  EXPERIMENTAL rows (6): rms constant = 3.9938 T3 · rms shell-C = 3.9983 T3 · ratio shell/const = 1.00
  ALL rows incl. '#' (10, reported only): rms constant = 4.3873 · shell-C = 4.4003
  [PASS] pre-commit sha d3c3cd0b06eb… VERIFIED from s1101_PRECOMMIT.md
  [PASS] BLIND RESULT: BOTH frozen classes FAIL — rms ≈ 3.99 T3 each (ratio 1.00, a tie at ×20 the s1099 scale); neither the constant nor the closure-recovery shape survives the line
  rule residual, % of B: n16:+1.64%  n17:+2.41%  n18:+3.13%  n19:+3.69%  n20:+4.16%  n21:+4.77%  n22:+5.20%  n23:+5.57%  n24:+5.86%  n25:+6.03%
  [PASS] Paper 9's 1% frozen bar DIES at n=16 (⁶⁴Ge residual +1.64%) and reaches +6.0% at ¹⁰⁰Sn — the nα ladder's would-be pass ends at ⁶⁰Zn
  [PASS] the implied-𝒯 deficit is NEGATIVE on every experimental row past ⁶⁰Zn (the ladder over-predicts binding all the way to ¹⁰⁰Sn)
  [PASS] the deficit does NOT shrink toward zero at ¹⁰⁰Sn (n=25) as shell-C predicted — the 'recovery to the next closure' is ABSENT here
  [PASS] the deficit GROWS with n on the experimental rows (monotone in magnitude 16→25): a SMOOTH, accumulating term, not a closure oscillation

  post-hoc (TARGET ONLY, not scored): deficit ≈ -3.630 + -0.6320·(n − 19.7) T3 on the experimental rows;
  in MeV per cell: -4.574 — the ladder's per-cell increment is too large by ~4.57 MeV/cell past Zn.
  comparator (SEMF Coulomb, size only): ΔE_C per cell = 14.0 MeV at n=10 → 22.1 MeV at n=20; growth +8.1 MeV/cell of COST vs the observed net binding deficit growth -4.6 MeV/cell — same direction, same order.

SUMMARY: 6 passed / 0 failed
VERDICT (type): the blind N=Z line FALSIFIES both s1099 classes: past ⁶⁰Zn the deficit is smooth, monotone and
  LARGE (−1.2 → −6.9 T3 = −9 → −50 MeV by ¹⁰⁰Sn; the 1% bar dies at ⁶⁴Ge). No closure recovery at ¹⁰⁰Sn.
  This is Problem 4 (no radius, no Coulomb turnover; s1094) arriving on the ladder, NOT Problem 3. The S292
  reading 'P2 = P3' is WITHDRAWN for A>60: the {20,28} pattern is real but small; the accumulating term
  dominates. Framework earns nothing here; the ledger's scope is honestly H→Zn. Source-lined; sealless.
